New Era, New Platform, Comprehend the Guiding Principles of the 19thCPC National Congress and the Significance of the China International Import Expo


On November 6th, Minister of Commerce Zhong Shan published on the People’s Daily the article titled “New Era, New Platform, Comprehend the Guiding Principles of the 19thCPC National Congress and the Significance of the China International Import Expo”. The full text of the article is as follows:

In May 2017 General Secretary Xi Jinping announced at the Belt and Road Forum on International Cooperation that China will host the China International Import Expo (hereinafter referred to as CIIE)starting from 2018. This is a major decision of the Party leadership to promote a new round of high-level opening up as well as a key measure for China to proactively open its market to the rest of the world.

A successful CIIE is China’s important contribution to the world development and embodies China’s inherent need to execute new development concepts and modernize economic system. We shall study the guiding principles of the 19thCPC National Congress, follow the Xi Jinping’s Thought on socialism with Chinese characteristics for a new era, and comprehend the significance of the CIIE from holistic and historic perspectives.

A big step towards building an open world economy
The 19th CPC National Congress Report sets forth to advance the development of an open world economy. Amidst sluggish world economic growth and surging anti-globalization and de-globalization sentiments in recent years, policies in major countries are turning increasingly inward as trade frictions and investment protectionism keep rising, posing daunting challenges to the continuity and steadiness of world economic growth. The CIIE hosted by China with participation from across the world will draw purchasers from home and abroad. As an open platform for ‘buy global and sell global’, the CIIE underlines China’s unwavering commitment to the multilateral trading system and free trade while sending a clear and positive message of rejecting protectionism and building and maintaining an open world economy. In the next five years, China is estimated to import goods worth US$ 8 trillion. China’s import initiative will significantly raise the standards of global trade liberalization and create fresh demand and impetus for world economic growth.

A public good for promoting inclusive and mutual-beneficial development of the world
There port to the 19th CPC National Congress points out that China is committed to open, innovation-driven, inclusive and mutually beneficial development. The CIIE will provide not just a forum for trade in goods and services but also an all-purpose comprehensive public platform for, among others, international cooperation, display of national images and discussion on major global issues.

The CIIE will host exhibitions themed in countries and businesses. The Expo has received high praise and positive response from the international community. It is estimated that over 100 countries and regions will participate. On the sidelines of exhibitions, China will hold the International Trade Forum in collaboration with international organizations including the World Trade Organization and the United Nations Industrial Development Organization. Participants will gather together to discuss development and address difficult issues. By hosting the International Import Expo, a new platform for inclusive growth, opening up and cooperation will take shape and all parties in global trade will have their voices heard. The Expo will drive economic globalization towards a more open, inclusive, universal, balanced and win-win direction.

A Chinese plan for building a community with a shared future for mankind
The report of the 19th Party Congress proposed promoting the building of a community with a shared future for mankind. Development is a basic right of mankind. At present, global development is seriously unbalanced, with unequal distribution of income, unbalanced development space, outstanding digital divide and prominent fairness deficit. Hosting the CIIE is a Chinese plan for building a community with a shared future for mankind. On one hand, other countries are encouraged to share China’s development dividend. By increasing import, China supports other countries in boarding the fast train of its development, offering developing countries substantial export markets and opportunities to develop and create jobs and magnifying spillover effects of its economic growth under the development ideal of “if one wants to go fast, walk alone; and if one wants to go far, walk together”. On the other hand, China helps developing countries participate and integrate in globalization. The CIIE offers support to least developed countries taking part in the Expo, helping them integrate in the global value chain and expand shared interests. The CIIE will make great contribution to building a community with a shared future for mankind.

A policy pledge of commitment to greater opening up
The report of the 19th Party Congress stated that China is committed to the fundamental national policy of opening up and pursues development with its door open wide.
General Secretary Xi Jinping stated time and again that China will not close its door to the world and it will only become more and more open. As the very first large-scale exhibition on import in the world, the CIIE is a pioneering event in the history of international trade and unique among global trade promotion efforts. By holding the CIIE, China takes the initiative to open its market wider to the world with more confidence and extensively develops an open economy in more areas and with greater depth, shifting from stepping up its own opening-up drive to promoting global efforts of opening up. The CIIE sends a clear signal that China is firmly committed to deepening reform and opening wider. It shows China’s strength and willingness to take responsibility, and indicates the self-confidence and vision of China as a large and open country

An effective measure to advance the supply-side structural reform
According to the report of the 19th CPC National Congress, when developing a modernized economy, we must give priority to improving the quality of the supply system. Well-structured import with a proper size helps improve the supply of domestic factors of production. The CIIE will facilitate the free flow of production factors, optimize resource allocation, and match supply and demand globally. By importing intermediate goods, advanced technologies, standards and managerial expertise, the CIIE will promote the innovation of domestic companies, the transformation and upgrading of traditional industries, and help foster emerging strategic industries. Import of quality final products will force domestic businesses to lower cost, improve techniques, innovate with technologies, and make the industries more competitive.

An initiative to meet people’s aspiration for a better life
According to the report of the 19th Congress of the CPC, the aspirations of the people to live a better life must always be the focus of our efforts. China is witnessing faster upgrading of consumption structure, growing middle-income groups, and increasingly diverse consumption demand. According to the World Tourism Organization, tourists from China’s mainland spent USD261 billion overseas in 2016, twice the number of those from the US. In the past ten years, China’s overseas consumption has enjoyed doubt-digit growth annually. By increasing the import of quality consumer goods and services, the CIIE will offer more options for domestic consumers, bring overseas consumption back to domestic market, optimize consumption structure, boost consumption upgrading, and meet people’s aspiration for customized, diversified and differentiated consumption, as required by the people-centered development philosophy.

A new era calls for new accomplishments and new contribution. Hosting the CIIE is an arduous task and a glorious mission. We must conscientiously study and grasp the guiding principles of the 19th Party Congress and President Xi’s Thought on socialism with Chinese Characteristics for a new era, and be purposeful in preparing for the CIIE. We must enhance strategic planning, put forward new ideas and break new grounds with the utmost sense of responsibility and mission, with a view to making the CIIE a world-class expo that contributes to China’s economic and social development as well as opening-up for a new era.
