Bilateral Relations

I. Review of Bilateral Political Relations

On December 27,1991, State Councilor and Foreign Minister Qian Qichen sent a telegram to Azerbaijan Foreign Minister informing him that the Chinese government has officially recognized the independence of the Republic of Azerbaijan.

On April 2,1992, the representative of the Chinese government and Chinese ambassador to Russia Wang Jinqing signed the communique on the establishment of Sino-Azerbaijan diplomatic relations with Azerbaijan Foreign Minister Sadhov in Baku, Capital of Azerbaijian. From that day on, the two countries have established ambassadorial-level diplomatic relations. In August, the same year, China set up its embassy in Azerbaijan.

On April 16,1992, State Councilor and Foreign Minister Qian Qichen met in Beijing the Azerbaijan Foreign Minister Sadhov who was attending the 48th Session of the UN Asian Pacific Economic and Social Council.

On September 25, 1992, State Councilor and Foreign Minister Qian Qichen met with his Azerbaijan counterpart Garseemov when he attended the UN General Assembly.

On March 5, 1993, the first Chinese ambassador to Azerbaijan Xia Shuyuan presented credentials to Azerbaijan President Abulfaz Elchibey.

On December 25,1993, Azerbaijan first ambassador to China Karayev arrived in Beijing.

From January 4 to 7,1994, Azerbaijan Foreign Minister Hassanov paid a visit to China to make preparations for President Heydar Aliyev's visit to China. Premier Li Peng, Vice Chairman Rong Yiren, and Vice Premier and Foreign Minister Qian Qichen respectively met with the Azerbaijan foreign minister. The two sides signed a series of documents such as the protocol on consultations between the two foreign ministries, the agreement on consular affairs, and the agreement on mutual exemption of visas for each other's group travels.

On January 12, 1994, the first Azerbaijan ambassador to China Karayev presented credentials to President Jiang Zemin.

From March 7 to 10,1994, Azerbaijan President Alicv visited China and respectively held talks with President Jiang Zemin and Premier Li Peng. The two sides signed a "Joint Statement on the Foundation for Friendly Ties Between China and Azerbaijan", a summary of talks between the two governments on air transport, an agreement on scientific cooperation, a cultural cooperation agreement, an agreement on health cooperation, an agreement on tour cooperation, and agreement on radio, film, and television cooperation.

On September 8, 1995, Chinese new ambassador to Azerbaijan Lei Yincheng presented credentials to Azerbaijan President Heydar Aliyev.

From April 17 to 18,1996 Vice Premier and Foreign Minister Qian Qichen paid a visit to Azerbaijan and met with Azerbaijan President Aliyev, Prime Minister Fuad Guliev, and Speaker of the Assembly Kuliev. Foreign Minister Qian also had talks with his Azerbaijan counterpart Hassanov.

From December 22 to 26,1996 Azerbaijan National Assembly Speaker Aleskrov visited China and met with Chairman of the Standing Committee of the National People's Congress (NPC) Qiao Shi, Vice President Rong Yiren and Qian Qichen, Vice Premier and Foreign Minister.

On April 2, 1997, Vice Premier and Foreign Minister Qian Qichen and Azerbaijan Foreign Minister Hassanov sent messages to each other congratulating the fifth anniversary of the establishment of diplomatic relations between China and Azerbaijan.

From August 27 to 30,1997, the Chinese National People's Congress delegation headed by the NPC Standing Committee Vice Chairman Wang Binqian visited Azerbaijan. The delegation met with Azerbaijan President Aliyev, National Assembly Speaker Aleskrov, Prime Minister Artur Tair-Zade, and Foreign Minister Hassanov respectively.

On September 4, 1998, Chinese new ambassador to Azerbaijan Zhang Guoqiang presented credentials to Azerbaijan President Heydar Aliyev.

From September 7 to 8, 1998, Chinese ambassador to Azerbaijan Zhang Guoqiang, on behalf of the Chinese Government, as an observer, attended an international conference entitled "Eurasian Transport Corridor", held in Baku, Capital of Azerbaijan. Zhang read the congratulatory telegram made on Chinese President Jiang Zemin to Azerbaijan Aliyev.

From August 4 to 10, 1999, Deputy Procurator-general of the Supreme People's Procuratorate Zhao Hong paid a visit to Azerbaijan and respectively met with Azerbaijan President Aliyev and Speaker of the National Assembly Aleskrov.

From September 8 to 12, 1999, Azerbaijani Procurator-General Eldar Hasanov attended the annual meeting of the World Prosecutors Federation held in Beijing and paid a visit to China after the meeting. During the visit, the two sides signed the agreement on cooperation between the judicial organs of the two countries. On September 14, Vice Foreign Minister Wang Yingfan met with Azerbaijani Foreign Minister Tofik Zulfugarov in Almaty, where he was attending the meeting of the foreign ministers of the member states of the Conference on Interaction and Confidence Measures in Asia (CICMA).

From 19 to 24, 1999, the delegation of the Chinese Communist Party (CPC), headed by Cai Weixin, Director of the Office of the United Front Work Department of the CPC Central Committee, paid a visit to Azerbaijan and attended the first national congress of the New Azerbaijan Party. Azerbaijan President and Chairman of the Party Aliyev met with the Chinese delegation.

On January 4 to 10, 2001, First Vice Chairman of the Azerbaijani National Assembly Rahimzade Arif led a delegation to visit China and had meetings or talks with NPC Standing Committee Chairman Li Peng, NPC Standing Committee Vice Chairman Timur Dawamat and Vice Foreign Minister Ji Peiding respectively.

From May 25 to 28, 2000, Azerbaijani Defense Minister General Safar Abiyev paid a visit to China, and met or held talks separately with Vice President Hu Jintao, who was also Vice Chairman of the Central Military Commission of the CPC Central Committee, and Chi Haotian, State Councilor and Defense Minister.

From June 21 to 24, NPC Standing Committee Chairman Li Peng paid an official goodwill visit to Azerbaijan, and held talks respectively with Azerbaijan President Geydar Aliyev, National Assembly Chairman Murtuz Aleskerov and Prime Minister Rasi-Zade.

From October 24 to 28, 2000, Azerbaijani Foreign Minister Vilayat Guliyev visited China, and met with Vice President Hu Jintao and held talks with Foreign Minister Tang Jiaxuan.

From July 17 to 21, 2001, Executive Vice-President Zhu Mingshan of the Supreme People's Court visited Azerbaijan. Azerbaijan Speaker Alesherov, Director of the General Office of the President Mekhiyev, and First Vice-President Shadehov of the Supreme Court respectively held meetings and talks with him.

From July 18 to 21, 2001, Deputy Head of the International Liaison Department Cai Wu visited Azerbaijan and held separate meetings with Azerbaijan Foreign Minister Kuliyev, and Vice Foreign Minister Harofov.

On March 30, 2002, Chinese new ambassador Zhang to Azerbaijan Zhang Xiyun presented credentials to Azerbaijan President Aliyev.

From March 25 to 30, 2002, Vice-President of the Azerbaijan Supreme Court Milzuoyev paid a visit to China. The executive Vice-President of the Supreme People's Court of China Zhu Mingshan and Vice-Minister of Justice Duan Shengkun met and held talks with him respectively.

On April 2, 2002, President Jiang Zemin and Foreign Minister Tang Jiaxuan exchanged messages of congratulations separately with Azerbaijan President Aliyev and Foreign Minister Kuliyev on the occasion of the 10th anniversary of the establishment of diplomatic relations between China and Azerbaijan.

From April 14 to 21, 2002, Azerbaijan National Assembly Chairman Aleskrov paid a good-will visit to China, where he also attended the third Annual Conference of the Association of Asian Parliaments for Peace (AAPP). Chairman Li Peng of the Standing Committee of the National People's Congress (NPC) had a meeting with him.

On June 5, 2002, the "Azerbaijan-China Friendship and Cooperation Association" was set up in the Azerbaijan Capital Baku.

From June 15 to 19, 2002, Vice Chairman Tomur Dawamat of the NPC Standing Committee visited Azerbaijan. He held separate meetings with Azerbaijan National Assembly Chairman Aleskrov and Prime Minister Rasi-Zade.

From August 5 to 8, 2002, Major General Beyidullayev, Vice Minister of Defense of Azerbaijan, visited China. General Chi Haotian, Vice Chairman of the Central Military Commission of the CPC Central Committee, State Councilor, and Minster of National Defense met with him. Deputy Chief of General Staff Huai Fulin also held talks with the foreign guest.

From September 25 to 29, 2002, Director of the Finance and Economic Committee of the National People's Congress (NPC) Chen Guangyi paid a visit to Azerbaijan and respectively met with Azerbaijan National Assembly Chairman Aleskrov, and Prime Minister Rasi-Zade.

On September 26, 2002, Azerbaijan new ambassador to China Yasal Tofekhi Aliyev presented credentials to President Jiang Zemin.

From January 12 to 22, 2003, Chairman of the Committee of Economic Policies of the Azerbaijan National Assembly Shafarov visited China. Chairman Li Peng of the NPC Standing Committee, Vice Chairman of the NPC Xu Jialu, Director of the Finance and Economic Committee o the NPC Chen Guangyi, and Vice Minister of Foreign Trade and Economic Cooperation Zhou Keren respectively met or held talks with him.

From April 10 to 11, 2003, Vice Foreign Minister Liu Guchang visited Azerbaijan visited Azerbaijan and respectively met or held talks with Azerbaijan President Aliyev, Chairman of National Assembly Aleskrov, Prime Minister Rasi-Zade, and Foreign Minister Kuliyev.

II. Bilateral Trade Ties and Economic and Technical Cooperation

From January 12 to 14, 1992, Assistant Minister of Foreign Trade and Economic Cooperation (MOFTEC) Liu Shan visited Azerbaijan. The two sides signed the Summary of Talks on the Development of Bilateral Economic and Trade Relations, and an economic and trade agreement between the two governments of China and Azerbaijan. The two sides also exchanged notes on the establishment of trade representative's office in the other side.

On March 23, 1992, China set up its office of Economic and Commercial Affairs in Azerbaijan.

From March 11 to 16,1993 Azerbaijan Minister for External Economic Liaison Karayev paid a visit to China. The two sides signed an economic and trade agreement between the two governments of China and Azerbaijan.

From May 21 to 25, 1994, Azerbaijan Vice Minister of Finance Milzamev paid a visit to China.

The trade volume between China and Azerbaijan in 1997 stood at US$15.66 million.

On June 14, 1998, Assistant Minister of Foreign Trade and Economic Cooperation (MOFTEC) Yang Wensheng visited Azerbaijan.

In1998, Sino-Azerbaijani trade volume was US$1.31 million, of which China's export was US$1.15 million and import US$0.16 million

On August 6, 1999, the Chinese Ministry of Foreign Trade and Economic Cooperation delegation visited Azerbaijan, and signed with the Azerbaijani Trade Ministry the protocol on the establishment of Sino-Azerbaijani Economic and Trade Cooperation Committee. The two sides also held the first meeting of the Committee.

Sino-Azerbaijani trade volume in 1999 came to US$1.14 million, of which China's export was US$0.99 million and import US$0.15 million.

April 19 to 26, 2000, the Azerbaijan delegation led by Guliyev, Chairman of the State Commission of Anti-Monopoly and Enterprise Affairs, visited East China's Jiangsu Province.

From July 4 to 10, 2000, at the invitation of the Chinese People's Institute of Foreign Affairs, Azerbaijan former Vice Prime Minister and Chairman of the Azerbaijan Association of Economic workers Shamede-Zade led a delegation of well-known figures in Azerbaijan to visit China. Vice Foreign Minister Ji Peiding met with the delegation.

From November 17 to 18, 2000, the Chinese government economic and trade delegation led by He Xiaowei, Assistant Minister of Foreign Trade and Economic Cooperation, visited Azerbaijan and met with Azerbaijan Vice Prime Minister Sharifov.

Sino-Azerbaijani trade volume in 2000 was US$6.17 million, of which China's export was US$2.19 million and import US$3.98 million.

From April 6 to 11, 2001, President of the Chinese People's Institute of Foreign Affairs Mei Zhaorong visited Azerbaijan at the invitation of Chairman of the Azerbaijan Association of Economic Workers and former Vice Prime Minister Shamede-Zade. First Vice President of the Azerbaijan National Assembly Rahkimzade, First Vice-Prime Minister Abasov and Chairman the Anti-Trust Committee Guliyev respectively held meetings and talks with him.

In 2001, Sino-Azerbaijani trade volume amounted to US$ 15.04 million, of which China's export was US$10.77 million and import US$4.27 million.

From June 16 to 23, 2002, at the invitation of the Chinese People's Institute of Foreign Affairs, Chairman of the Azerbaijan Association of Economic Workers and former Vice Prime Minister Shamede-Zade visited China at the head of a delegation of well-known figures in Azerbaijan. The delegation met Vice President Wang Yunze of the Chinese People's Association for Friendship with Foreign Countries, Vice Director Wang Chunzheng of the State Development Planning Commission Vice Director of Peng Sen of the Office for Restructuring Economic System, and Vice President Xin Futan of the Chinese People's Institute of Foreign Affairson separate occasions. It also held discussions with the Euro-Asia Division of the Development Research Center under the State Council.

The trade volume between China and Azerbaijan in 2002 amounted to US$95.48 million, up 534.7 percent from the previous year. Of the total, China's export was US$94.02 million and import US$1.46 million.

From February 19 to 20, 2003, the Chinese Ministry of Foreign Trade and Economic Cooperation delegation paid a visit to Azerbaijan and attended the second meeting of Sino-Azerbaijani Economic and Trade Cooperation Committee. Azerbaijan Minister of Economic Development Aliyev and Minister of Post and Telecommunication Akhimedov respectively met with the Chinese delegation.

III. Bilateral Exchanges and Cooperation in the fields of Culture, Science and Technology and education

From April 10 to 14, 1993, the art delegation from China's Ningxia Hui Autonomous Region paid a visit to Azerbaijan.

From May 12 to 15,1993, a Chinese scientific and technological delegation visited Azerbaijan.

From August 13 to 19,1993, Azerbaijan Minister of Culture Paulde Bill Bill led a delegation to China and the two sides signed an agreement on cultural cooperation.

From August 13 to 23, 1994, Chairman of the Azerbaijani Federation of Trade Unions Meikhibariyev paid a visit to China.

From April 10 to 17, 1995, at the invitation of the Chinese Ministry of Culture, Azerbaijan Vice Prime Minister Efendiyev visited China and attended the personal paintings exhibition of Bakhiluzade, a renowned Azerbaijan artist, held in Beijing. State Councilor and Director of the State Economic Restructuring Office Li Tieying and Minister of Culture Liu Zhongde respectively met and held talks with him.

From November 9 to 16,1995 Vice President Mirjazad of the Azerbaijan State Commission for Science and Technology led a delegation to China.

From November 20 to 25, 1995, the Chinese Labor Union delegation paid a visit to Azerbaijan.

From March 20 to 29, 1996, A Chinese scientific and Technological delegation visited Azerbaijan and attended the first Sino-Azerbaijani Symposium on Science and Technology.

From December 16 to 17,1997, Azerbaijan Minister of Health Insanov visited China and signed with the Chinese side the 1998-1999 Program of Implementation of the Cooperation on Health between the Health Ministries of the two countries.

From July 30 to August 5, 1999, the Azerbaijan journalists' delegation paid a visit to China and met with Deputy Head of the International Liaison Department Cai Wu.

From November 18 to 25, 1999, at the invitation of the All-China Youth Federation, Abulfaz Karayev, the Azerbaijani Minister of youth and Sport, led a delegation to visit China and met with Chen Jinhua, Vice Chairman of the Chinese People's Political Consultative Conference (CPPCC).

From January 20 to 25, 2000, the Chinese delegation from the All-China Federation of Trade Unions paid a visit to Azerbaijan.

From April 18 to 24, 2-000, Kulijeva Zakhra, Chairwoman of the Azerbaijani State Commission of Women's Affairs, led a women's delegation to visit China and held talks with Peng Peiyun, Vice Chairwoman of the Standing Committee of the National People's Congress (NPC) and President of the All-China Women's Federation.

From April 29 to May 3, 2000, Cao Weizhou, Assistant to the President of the All-China Youth Federation and Head of the International Department of the Central Committee of the Chinese Communist Youth League, led a delegation to visit Azerbaijan, and signed with the Azerbaijan side the framework agreement on strengthening exchanges and cooperation between the youth of the two countries.

From May 18 to 21, 2000, Duan Shijie, Deputy Director of the State General Administration of Sport, led a delegation to visit Azerbaijan and signed with the Azerbaijan side the framework agreement on sports cooperation between the two countries.

From July 10 to 14, 2000, Vice Minister of Culture Li Yuanchao paid a visit to Azerbaijan and signed with the Azerbaijan side the protocol on cultural cooperation between the two countries from the period of 2000-2004.

From November 1 to 5, 2000, Azerbaijani Deputy Minister of Culture Akhundov visited China and attended the second Shanghai International Art Festival.

From April 18 to 22, 2001, at the invitation of the State Sport General Administration, First Vice Minister Wa Aliyev of the Azerbaijan Ministry of Youth, Sports and Tourism visited China. Yuan Weimin, Director of the State Sport General Administration, met with him.

From May 23 to 25, 2001, at the invitation of the Azerbaijan city of Sumgait, the Quzhou municipal delegation of East China's Zhejiang Province, organized by the Chinese People's Association for Friendship with Foreign Countries, paid a visit to Azerbaijan. The two sides signed the Memorandum of Understanding on the establishment of the friendly exchanges relations between the two cities. Azerbaijan Vice Foreign Minister Kuliyev met with the Chinese delegation.

From June 9 to 14, 2001, Vice Chairman Shen Shuji of the All-China Women's Federation visited Azerbaijan and attended the Symposium on Sino-Azerbaijani Women's Relations. Vice Chairwoman of the Azerbaijan National Assembly Bakhisarayeva and Chairwoman of the Azerbaijan State Commission for Women's Affairs Kulijeva Zakhra held separate meetings and talks with her.

From July 4 to 11, 2001, the Azerbaijan delegation of the Trade Union Federation visited China

From July 5 to 8, 2001, the Chinese military delegation headed by Major General Qiu Yanhan, Commander of the Xinjiang Military Area Command, paid a visit to Azerbaijan. Azerbaijan Minister of Defense Safar Abiyev met with the Chinese delegation.

From September 14 to 21, 2001, a journalist delegation led by Head of the Azerbaijan Turan News Agency Mei Aliyev visited China at the invitation of the Chinese Association for International Understanding. Vice President Qian Liren of the Association and Deputy Head of the International Liaison Department of the CPC Central Committee met with the delegation respectively.

From October 30 to November 4, 2001, at the invitation of the Chinese People's Association for Friendship with Foreign Countries, Nabiyev, Deputy Mayor of the Azerbaijan city of Sumgait visited China's Beijing, Shanghai, and Quzhou. During his visit to Quzhou, of East China's Zhejiang Province, the two sides signed the Letter of Intention on the establishment of Quzhou-Sumgait friendship cities relations.

From April 18 to 25, 2002, at the invitation of the All-China Youth Federation, Vice Minister of the Azerbaijan Ministry of Youth, Sports and Tourism Babayev visited China. Chairman of the All-China Youth Federation and Executive Secretary of the Secretariat of the Communist Youth League Central Committee Sun Jinlong, and Yang Yue, a responsible member of the All-China Youth Federation and Secretary of the Secretariat of the Communist Youth League Central Committee respectively met and held talks with him. Li Shuzheng, Deputy Director of Foreign Affairs Committee of the National People's Congress (NPC), and Duan Shiji, Deputy Director the State Sport General Administration also had separate meetings with the delegation.

From June 16 to 22, 2002, Azerbaijan Minister of Education Maldarov and held talks with Chen Zhili, Minister of Education. The two ministers signed an agreement on bilateral educational cooperation between the two countries.

From July 24 to 31, 2002, The Azerbaijan youth delegation visited Beijing and met with Shen Shuji, Vice Chairwoman of the All-China Women's Federation and Secretary of the Secretariat of the Organization.

From September 27 to October 8, 2002, the first traditional Chinese paintings exhibition was held in Baku, Capital of Azerbaijan.

From October 11 to 17, 2002, China submitted its films to the Fifth "East-West International Films Festival'', held in Baku, for participation.

From February 19 to 23, 2003, Chinese musicians participated in the First "Cultural Dialogue'' Baku International Music Festival.
